The public consultation was launched by ECHA on the 22nd of December for a period of 6 months till 22nd of June 2022, but like always, we recommend that you give input as soon as possible so it can be used by RAC and SEAC when they start developing their opinions. ECHA speaks of ‘welcoming early comments by 25 January 2022 to assist them in the first discussions on the proposal in February 2022’.
There are two public consultations for the establishment of a restriction proposal:
- An initial public consultation of 6 months for both the RAC (risk assessment committee) and the SEAC (socio-economic analysis committee) for input in the advice formation of both committees.
- This is followed by a second, shorter public consultation of 2 months on the draft socio-economic advice of the SEAC committee.
This announcement is about the first public consultation: So information about the hazard classification, risk management, availability of alternatives, and socio-economic impacts of a restriction are welcomed.
The scope of the restriction is that clay targets shall not be placed on the market if the total concentration of the individually listed PAHs substances is more than 50 mg/kg (0.005 %) by weight of the clay targets. As to the timing of the restriction proposal, the Annex XV Dossier Submitter proposes a two-phase approach:
- Clay targets for shooting shall not be placed on the market where the sum of the concentrations by weight of the 18 indicator PAHs is greater than 1 % (w/w) in the clay targets from entry into force of the restriction proposal, and
- Clay targets for shooting shall not be placed on the market where the sum of the concentrations by weight of the 18 indicator PAHs is greater than 0.005 % (w/w) in the clay target 1 year from entry into force of the restriction.
The restriction proposal was prepared by ECHA.
